BALI – The Denpasar Immigration Detention Center (Rudenim Denpasar) escorted and secured the transfer of two immigration detainees to the Makassar Immigration Detention Center (Rudenim Makassar) on Wednesday, September 16, 2026.
The transfer was carried out through I Gusti Ngurah Rai International Airport in Bali as part of efforts to manage detainee capacity and optimize the available budget for detainee meals at Rudenim Denpasar. The two detainees transferred were MF, a male citizen of Senegal, and SM, a female citizen of Uganda.
MF has been detained since October 14, 2025, after being found to have violated Article 78 Paragraph (2) of Law No. 6 of 2011 on Immigration by overstaying his permitted period of stay by 25 days.
He had previously been scheduled for deportation, with the process funded by the Embassy of Senegal in Malaysia on May 7, 2026. However, the deportation was cancelled after MF resisted and experienced an unstable condition at the airport, resulting in his refusal to return to his country.
Meanwhile, SM has been detained since April 17, 2026, for violating Article 75 Paragraph (1) of the same Immigration Law. She was found to have provided false information in order to obtain a Limited Stay Permit (ITAS) for employment purposes.
Before carrying out the transfer, Rudenim Denpasar conducted mitigation measures covering various aspects, including flight safety and the detainees' health conditions.
The detainees' health conditions were also consulted with a doctor beforehand to ensure that the transfer could be carried out safely and in accordance with applicable procedures.
The transfer of the two detainees received approval from the Directorate General of Immigration. The approval was granted amid the situation in which the budget allocated for detainee meals at Rudenim Denpasar was nearing exhaustion.
Head of Rudenim Denpasar, Teguh Mentalyadi, said the transfer was carried out with the approval of the Directorate General of Immigration to optimize the allocation of the detainee meal budget at the Denpasar facility.
“We carried out this transfer to Rudenim Makassar with the approval of the Directorate General of Immigration to optimize the allocation of the detainee meal budget at Rudenim Denpasar. We ensured that the entire transfer process was carried out in accordance with regulations while continuing to prioritize security and smooth travel,” Teguh said.
The transfer was conducted with security and safety considerations throughout the journey, including preparations related to the detainees' health and flight safety.
