BALI – The Denpasar Immigration Detention Center (Rudenim Denpasar) transferred 10 foreign nationals (WNA) to the Kupang Immigration Detention Center in East Nusa Tenggara (NTT) on Wednesday, October 14, 2026. The transfer aims to optimize detention facility management and address limitations in the budget allocated for detainees’ meals in Bali.

The inter-facility transfer was approved by Indonesia’s Directorate General of Immigration, with security, order, and detainees’ basic rights taken into consideration. Upon arrival in Kupang, the detainees will undergo further immigration procedures, including efforts to facilitate their deportation to their respective home countries.

Denpasar Immigration Detention Center Adjusts Occupancy As of October 14, 2026, Rudenim Denpasar housed 35 detainees, down from 46 at the end of September. Although the facility has a total capacity of 80 people, its current meal budget allocation covers only 30 detainees.

Following the transfer of 10 foreign nationals to Kupang, the number of detainees at the Denpasar facility has fallen to 25, bringing occupancy below the available meal budget allocation.

The adjustment is intended to support operational efficiency while maintaining security and orderly conditions at the immigration detention facility in Bali.

Seven Overstay Cases and Three Public Order Cases The 10 foreign nationals transferred from Bali comprised seven individuals who violated their immigration stay permits, known as overstay, and three individuals associated with public order and security incidents.

The seven overstay detainees were ZF and WR from Afghanistan; AAL, AMYL, and YYL from the Philippines; PM from Uganda; and ME from Türkiye.

The other three detainees were PP, a Belarusian man; KJ, a Ugandan woman; and SMY, a Turkish man. Their cases involved separate incidents that required attention from immigration authorities.

PP was detained after allegedly causing a disturbance at a hotel in Lovina, Buleleng, in late January 2026. According to immigration authorities, he refused to pay for an extended hotel stay and allegedly failed to pay for purchases at nearby food stalls. KJ was apprehended in Tabanan after entering a resident’s house while reportedly appearing disoriented and without travel documents.

Meanwhile, SMY was detained by an immigration patrol team at Canggu Point in late April 2026 following residents’ complaints about his alleged vagrancy and requests for food. He reportedly claimed to have lost valuable belongings earlier in the year.

21 Officers Escort Detainees to Kupang The transfer from Bali to Kupang was carried out under the supervision of 21 officers from three immigration units. The team consisted of 14 officers from Rudenim Kupang, six from Rudenim Denpasar, and one officer from the Bali Regional Office of the Directorate General of Immigration.

Before departure, all detainees underwent administrative and medical examinations to ensure that the transfer complied with established procedures and security requirements.

Head of Rudenim Denpasar, Teguh Mentalyadi, said the transfer was part of a planned operational management strategy based on facility needs and detention capacity.

He added that coordination among immigration units continues to be strengthened to ensure that immigration administration and repatriation efforts are handled effectively and accountably by the receiving detention center.

Denpasar Immigration Continues Detainee Redistribution in 2026 The transfer to Kupang is part of a series of detainee redistribution measures undertaken by Rudenim Denpasar throughout 2026.

Previous transfers included one Russian-Israeli national to Rudenim Jayapura on February 24, one Algerian national to Rudenim Jakarta on May 19, and three detainees from Moldova, Nigeria, and Estonia to Rudenim Kupang on June 9. In early September 2026, two additional detainees were transferred to Rudenim Makassar.

Through these inter-facility transfers, Indonesian immigration authorities aim to manage detention capacity, maintain operational standards, and continue immigration enforcement and deportation procedures for foreign nationals who violate Indonesian immigration regulations.
